What Might Change in 2027 Compared to 2026: HDB Buyers and Sellers

As of 20 October 2026, no HDB grant amount has been announced for 2027. What is confirmed: from the February 2027 BTO exercise, families with children get one more ballot chance per Singapore Citizen child aged 18 and below; CPF rates for workers above 55 to 65 rise on 1 January 2027; and the relaxed rental occupancy cap runs to 31 December 2028.

⚡ Key Takeaways
  • Grants: no 2027 change announced. Plan with today's figures, such as the Enhanced CPF Housing Grant of up to $120,000 for families.
  • Buyers with children: one additional ballot chance for each Singapore Citizen child aged 18 and below, from the February 2027 sales exercise.
  • Older workers: CPF rates rise to 35.5% (above 55 to 60) and 26% (above 60 to 65) on 1 January 2027, but the increase goes to the Retirement Account first, not to housing.
  • Sellers who would rather rent out: 4-room and larger flats may house up to eight unrelated persons until 31 December 2028.
  • Already in force since 2026: the higher income ceilings of $16,000 for families and $8,000 for singles, for HFE applications from 24 August 2026.

Every year the same question comes back: should we wait for next year's grants? This page answers it with what the authorities have actually published, and nothing else. Where something has not been announced, we say so rather than guess. It is information, not financial advice; HDB and CPF Board confirm what applies to you.

What Has Not Been Announced for 2027

The Government has said it is looking at more help, without giving a measure, amount or date. At the 2026 National Day Rally the Prime Minister said: "So I have asked Chee Hong Tat to consider additional housing support for larger families." On singles: "But we are looking at how we can better support singles too." Until a measure is published, there is nothing to plan around. Budget 2027 (February) and the Ministry of National Development's budget debate (March) are the usual places such measures appear.

What It Means If You Are Buying

Waiting for "2027 grants" has no announced payoff

No grant amount has been announced for 2027. If you are ready to buy, today's grants are the ones you can count on: the Enhanced CPF Housing Grant, the CPF Housing Grant for resale flats and the Proximity Housing Grant. Run your own numbers in the grant calculator.

Families with children: better BTO odds from February 2027

HDB's words: "From the February 2027 sales exercise, first-timer families with or expecting children will receive one additional ballot chance for each Singapore Citizen child aged 18 and below. This will apply to all BTO and SBF flat applications." If you have or are expecting children and are weighing a BTO application, the February 2027 exercise is the first one where these extra chances count.

The higher income ceilings already apply

The ceilings rose at the 2026 National Day Rally, not in 2027: $16,000 a month for families and $8,000 for singles aged 35 and above, for HFE letter applications from 24 August 2026. If an earlier HFE application was refused on income alone, it is worth checking again now. The Enhanced CPF Housing Grant keeps its own, lower income ceiling of $9,000.

Buyers aged above 55 to 65

The higher 2027 contribution rates do not add to the Ordinary Account you use for housing, unless you have already set aside your Full Retirement Sum. CPF Board: the increase "will be fully allocated to the Retirement Account (RA), up to their Full Retirement Sum (FRS), to help senior workers save more for retirement. If employees have already set aside their FRS in their RA, these contributions will be channelled to their Ordinary Account." Budget your instalments on your current Ordinary Account inflows.

Private property owners buying resale

The 15-month wait-out for private property owners and ex-owners buying a non-subsidised HDB resale flat was removed on 28 July 2026, so it no longer affects a 2027 purchase.

What It Means If You Are Selling

Resale prices: HDB's latest reading

HDB's flash estimate puts the Resale Price Index at 202.4 for the third quarter of 2026, a decrease of 0.2% from the second quarter and, in HDB's words, "the third consecutive quarter of decline in resale prices". We do not forecast 2027 prices; HDB publishes the index every quarter.

Renting out instead of selling

If you are deciding between selling and renting out a 4-room or larger flat, the relaxed occupancy cap stays until 31 December 2028: HDB and URA allow these flats "to house up to eight unrelated persons (i.e. not from the same family unit), up from the previous cap of six".

Sellers aged 55 and above

When you sell, CPF refunds go to your Retirement Account first from age 55, as our CPF accrued interest guide explains. The retirement sums for members turning 55 in 2027 are higher: the Basic Retirement Sum is $114,100, against $110,200 for 2026.

Resale levy and Minimum Occupation Period

No 2027 change has been announced to the resale levy or to the Minimum Occupation Period. If you are selling a subsidised flat to buy a second subsidised one, today's levy table is the one to use.

When the Next 2027 Figures Are Due

These are the usual points in the year when the authorities publish; none is a promise that anything will change.

  • December 2026: CPF Board's interest rates for January to March 2027, which set the HDB loan rate for that quarter.
  • Early January 2027: HDB's BTO launch plan for 2027. HDB published its 2026 plan on 7 January 2026.
  • February 2027: Budget 2027, and the first BTO exercise with the extra ballot chances for children.
  • March 2027: the Ministry of National Development's Committee of Supply debate.

We update this page when any of these lands. Our 2026 grant amounts page stays the reference until HDB publishes a 2027 figure.
